Is one supposed to install the Source Code in addition to the two precompiled binaries? If not, may I recommend the edit below:

Not the amalgamation. What is intended is that you go to the SQLite Download Page, scroll down to the section marked Precompiled Binaries For Windows, and select the command-line program for accessing and modifying SQLite databases and DLL of the SQLite library without the TCL bindings from that list.
