I asked this question via email in September, here is the response below; hope it’s helpful. For what it’s worth, I just went ahead and bought the new ebook during the black friday sale :)

This is because of the amount of time that an author spends writing/rewriting with each endeavor. Updates within an edition typically require a lot less effort than updates between editions. If we offered discounted rates, then authors would have little incentive to take the the time to take books to a new edition.
